JOB DESCRIPTION

 

Duties:

This position formally reports to the Site ‘C’ Construction Manager. This role will provide oversight

for a large number of Contractors responsible for work at the construction site, 80 km of

transmission line, and with realignment of a large section of highway 29. Presently, there are

approximately 500 construction workers at site with expectations to peak near 1500 workers.

 

This senior safety role is critical to the success of the Site ‘C’ Clean Energy Project (Site ‘C’), BC

Hydro’s largest and most complex multi-year project. The desired candidate will possess training,

experience, demonstrated proficiency, and leadership qualities in the areas of safety, and the

management and development of teams. The candidate will require experience with large projects

as a Senior Safety manager, with the ability to work as an owner’s agent on a multi-prime site.

 

This senior safety manager and safety team will work synergistically with a security team to

manage issues that impact safety and security, in both the planning and execution phases.

 

This senior position will require an individual capable of working at a higher managerial level,

responsible and accountable for directing safety strategy at Site ‘C’. The candidate must be

capable of understanding and addressing complex issues derivative of a multi-prime site, and

managing ambiguity toward resolutions.

 

Site ‘C’ will be the third dam and hydroelectric generating station on the Peace River in northeast

B.C. The project will provide 1,100 megawatts (MW) of capacity and about 5,100 gigawatt hours

(GWh) of energy each year to the province’s integrated electricity system. Project components

include an earthfill dam, diversion tunnel, generating station, spillway and associated structures,

an 83-kilometre-long reservoir, re-alignment of six sections of Highway 29, and two 77-kilometre

transmission lines along an existing right-of-way connecting Site ‘C’ to Peace Canyon. The $8.3

billion project is estimated to be complete by 2024, and will use 10,000 person-years of direct

construction labour.

 

Specific Duties and Responsibilities:

 

Occupying the most senior safety role on the project, you will lead Site ‘C’ safety in conjunction

with senior members of the project management, safety, and operations teams. Your overall goal

is to develop and execute strategy to ensure that the Site ‘C’ project is completed safely and

attendant with current protocols. Critical to the achievement of this goal is ensuring that the

occupational safety and health (OSH) requirements of the Site ‘C’ contracts are developed and

implemented to achieve BC Hydro’s safety objectives.

 

BC Hydro will perform the role of owner on the Site ‘C’ project. The project will be a multiple

employer workplace with multiple areas that the BC Hydro project organization, including safety,

will oversee. There will be up to seven prime contractors involved in the project, contingent upon

the project phase.

Manages Project Safety Contracts:

  • Oversees all phases of BC Hydro safety contracts related to the project, including thedevelopment of contract specifications, the analysis of bids and the awarding of contracts.

  • Oversees the development, documentation, and implementation of project safety strategy and planning.

  • Provides oversight of work through monitoring of performance, inspections and audits.

  • Oversees project safety relationships and ensures communication to all stakeholders.

  • Develops and leads a team of safety professionals including a safety manager and multiple safety personnel. The Senior Safety manager will provide strategic direction to this team who will be responsible for tactical, daily safety functions. Functions include auditing, inspection and document review related to the procedures and processes governing onsite work.

  • Ensuring that prime contractors are competent and capable of performing their roles within the context of the Site ‘C’ project requirements.

  • Verifying that all contractors on site including prime contractors are performing in accordance with the regulatory, contractual, leading industry practices and other safety related requirements for the project.

  • Making recommendations to the Construction Managers regarding recognition of high performing contractors, organizations or individuals on the project.

 

Qualifications: 

  • High-profile, enterprise level construction site safety, (10+ years of industrial experience) – ideally in a power system utility, the oil and gas sector or another heavy industry setting.

  • A variety of educational profiles may apply. Assets would include safety recognized certification, trades designation, PMP, CRSP, Professional Engineer or related accreditation or discipline.

  • In-depth knowledge of applicable safety legislation and regulations, and experience dealing with regulators.

  • Knowledge of safety management protocols.

  • Strong working knowledge of current leading industry practices in the management of on large projects with considerable contracted, and sub-contracted, workforces.

  • Working knowledge of safety analytical measures and tools.

  • Senior management and frontline relevant experience in multi-year, multi-prime large project is highly desired.

  • Extensive project management experience, including project costing, scheduling, and scope/ quality/quantity management.

  • Proven ability to develop and implement strategy in a large project setting, including engaging and communicating to relevant stakeholders.

  • Strong working knowledge of the following: contract management, operations management, procurement and engineering.

  • Demonstrated ability to provide leadership and technical direction to safety professionals.

  • Strong understanding and knowledge of construction methods.

 

ADDITIONAL INFORMATION

This location is eligible for a Remote Incentive of 12%. Remote Incentives are paid bi-weekly to Full-Time Regular employees working in eligible remote locations. This location is eligible for Extended Health Care Medical Travel Benefit. The Extended Health Care Medical Travel Benefit is extended to Full-Time Regular, Part-Time Regular and Full-Time Temporary employees who are permanenty working in eligible remote locations.

  • The headquarters will alternate between Fort St. John and locations at or near Site ‘C’.

  • Expected to attend the BC Hydro Vancouver Offices approximately 20% of their time.

  • Work location/travel: 30 to 90% field time target for this role (depending on phase of project).

  • Significant travel may be required.

  • Please note a condition of employment is a valid Class 5 Driver's license is held and maintained in good standing.

  • Please be advised that this role has been assessed as safety sensitive and pre-qualification alcohol and drug testing will be required as a pre-condition to employment. This role is a security sensitive position and will require a BCH background check as pre-clearance before hiring.
